It looks as though Innervate is getting revamped yet again.
Causes the target to regenerate mana equal to 50% of the caster’s Spirit every 1 sec for 10 sec.
This is a change from the previous Innervate which saw mana regen of 10% of the caster’s maximum mana over 10 seconds, with an additional 10% if self-casted.
Glyph of Innervate has also been revamped.
When Innervate is cast on a target other than the caster, both the caster and target will benefit, but at 40% reduced effect.

It isn’t that unusual to see a Resto Druid spamming Wrath when the raid is at full health, or to get that bit of extra needed DPS for a fight. Now, Druids become the next class to get their own version of Atonement, where they can do Wrath damage that gets converted to healing.
Blizzard reworked the Dream of Cenarius Talent and it is quite impressive for Druids.
Restoration: Causes Wrath to deal 20% more damage and heals a nearby friendly target for 100% of the damage done.
Dream of Cenarius is in the 6th tier talents for level 90s, so Druids will have to chose between Dream of Cenarius, Heart of the Wild and Nature’s Vigil.

There is a new spell for Resto Druids in the 5.4 PTR, called Genesis. This is not exactly a cooldown per se, but it could definitely be seen that way since it can easily be used at periods of intense damage to heal more quickly.
Targets all party or raid members within 60 yards and accelerates the caster’s Rejuvenation effects, causing them to heal and expire at 400% of the normal rate.
The spell uses 14.5% base mana, but what is unusual about this is that there is currently no CD associated with this spell.
There was some confusion about this spell and whether it was for Priests or Druids, since it also stated “Can be cast in Spirit of Redemption; Can’t be cast in Shadowform” originally. This has been removed now, but it could have somehow started as a spell by the same name for priests that never made it in the game.

Resto Druids are getting some more nice buffs in 5.4 and they are currently looking like the OP healer for 5.4. One of the major changes is to their Wild Mushroom healing spell.
First, the healing and spell power scaling to wild mushrooms has been tripled (yes, tripled). It goes from 4,446 healing plus 41.4% spell power to 13400 plus 124.2% spell power.
Mushrooms can now be moved without losing the accumulated healing on them, which will be great for fights like Heroic Magaera, where the stack point could be messed up with cinders and/or ice, and the raid leader calls for the raid to stack on a different mark right before rampage. Now a druid can simply move the mushrooms rather than losing the healing or having to wait to bloom the mushrooms.
However, the mushrooms can no longer crit heal. And it accumulates overhealing done by Rejuv by 100%, down from 150%.
The mushroom is now a single mushroom, rather than the group of mushrooms currently used.

Grow a magical mushroom with 5 health at the target ally’s location. After 6 sec, the mushroom will become invisible. The mushroom grows larger as it accumulates healing power from 100% of overhealing done by your Rejuvenation, up to a maximum of 200% of your health in bonus healing. Recasting Wild Mushroom will move the Mushroom without losing this accumulated healing. Wild Mushroom: Bloom can consume your Mushroom to heal nearby allies. Only 1 mushroom can be placed at a time. Can be cast in Tree of Life Form, Moonkin Form. Druid – Restoration Spec. 40 yd range. Instant.
Mushrooms have been popular for druids that actually remember to use them, and they can be a huge amount of healing when positioned correctly. But now that these can be repositioned, they will become a very important spell in the resto druid toolkit.
As always, things can change on the PTR between now and 5.4 launching.

First look at the Resto Druid T16 tier bonuses on the PTR.
The T16 resto druid has a great 4pc bonus but the 2 pc bonus is a little meh. Ironbark has definitely been underused by resto druids except for those in the upper end raiding guilds. While the CD is relatively short, sometimes tanks prefer to call for Ironbark, as opposed to leaving it up to the healer’s discretion, so some druids will have problems lining this up with other cooldowns.
The 4pc is going to be particularly strong, especially for those who like to blanket the raid with rejuvs, and healing for 80% of the amount healed can be pretty significant for Lifebloom and Wild Growth.
Because of the 4pc bonus, and because of the crit increase by the 2pc proc, it seems from this intial look as though resto druids will have a greater emphasis on crit rating for T16, so it is probably worthwhile for druids to begin looking at what gear they can pick up from T15 with crit on it. Of course, with Blizzard being Blizzard, the T16 bonuses could change any time while on the PTR.

While Druids got a nice buff in 5.3, according to the Dev interview at Icy-Veins, they will be emphasized even more in 5.4,
HoTs used to be the mechanic that provided some healing cushion” and now it really feels like absorbs have shouldered hots away. We buffed Resto druids a little in 5.3 and we have plans in 5.4 to emphasize their hots even more, especially in AE healing situations, which have become the dominant way to heal raids. We’ll see what the 5.3 changes bring to absorbs and make further changes as necessary. We’re glad that 10-player healers are having fun playing their Holy paladins and Disc priests, but the shaman, druids, monks and other priests want to have fun too. Healer representation is much better at the 25-player raid level.
There has definitely been some improvement with druids in 5.3, this should help bring them up a bit more.
